Eliminates requirement that student learning growth for classroom teachers in courses without appropriate assessments be measured by statewide assessment growth; allows measurable learning targets based on school improvement plans instead.

Updates terminology in salary schedule definitions by changing "that" to "which" and "shall be" to "is" for grammatical consistency.

Takes effect July 1, 2012.
