Specifies qualified expenditures for Individual Training Accounts to include tuition, books, and fees of training providers aligned with the Workforce Investment Act of 1998.

Authorizes chief elected officials to appoint additional board representatives to regional workforce boards if authorized by the Governor, with requirements for business, nonprofit, and for-profit provider representation.

Requires regional workforce board members and executive directors to file financial disclosures and authorizes the Governor to remove board members or executive directors for cause, including fraud, criminal acts, neglect of duty, and misfeasance.

Reinstates expired provisions prohibiting regional workforce boards from using state or federal funds for meals, food, beverages, entertainment, or recreational activities for board members and employees, and restricting contracts with board members and their relatives.

Requires regional workforce boards to develop annual budgets subject to approval by the chief elected official and submission to Workforce Florida, Inc., and directs Workforce Florida, Inc., to evaluate establishing a single statewide workforce-system brand by November 1, 2012.
