Prohibits pharmacy benefit managers and their affiliates from acting as members of provider networks they establish or administer, and prohibits qualified plan affiliates from participating in their own plan's provider networks.

Restricts wholesalers and distributors from selling prescription drugs to retail pharmacies at prices below prices charged for like drugs to other retailers in the same geographic market and distribution level.

Establishes civil penalties up to $10,000 per violation (maximum $250,000 total) recoverable by pharmacy providers in court, with potential attorney fee awards and possible Medicaid program disqualification for violators.
