• Requires claimants to complete initial skills reviews with minimum proficiency scoring and provides training opportunities for those below the threshold; establishes reporting requirements on effectiveness and best practices by January 1, 2013.

• Allows employee leasing companies a one-time election by July 1, 2012, to report employees under individual client accounts rather than under the leasing company's account, with specific requirements for wage and benefit history documentation.

• Creates a work group to study Florida's reemployment assistance contribution calculation and recommend changes to ensure long-term solvency and equitable employer tax burdens, with findings due by December 31, 2012.
