Increases minimum weekly live racing performances from 3 to 4 performances per week during October through May, while maintaining 3 performances per week during June through September, with performances consisting of at least 8 races under a single admission charge.

Repeals section 550.0745 relating to conversion of pari-mutuel permits to summer jai alai permits and removes provisions allowing harness and thoroughbred permitholders to void and reissue permits for failure to operate or pay taxes on handle for 2 consecutive fiscal years.

Reduces from 15 to 8 days the number of thoroughbred horse sales required for a permanent sales facility to qualify for a limited intertrack wagering license, and removes restrictions on number of licenses issued and 50-mile proximity requirement to thoroughbred tracks.

Removes time restrictions for harness racing permits following a transfer of location and eliminates the 7 p.m. start time requirement for thoroughbred racing.

Provides a 6-month window (until January 1, 2013) for quarter horse permit holders to convert to thoroughbred permits without mileage limitations or ratification elections, and allows converted permitholders to obtain another quarter horse permit for the same location.

Lowers cardroom license renewal requirements from 90 percent to 80 percent of prior year live performances and removes provisions allowing permitholders to amend applications to add cardroom operations.
