Establishes a new "Sun, Sea, and Smiles" specialty license plate with an annual use fee of $25, featuring "Florida" at the top and "Sun Sea Smiles" at the bottom.

Allocates 5% of use fees to Florida Caribbean Charitable Foundation, Inc. for marketing the license plate.

Distributes 40% of use fees to Florida Caribbean Charitable Foundation, Inc. for college scholarships (60%), health and wellness programs (15%), and Caribbean culture awareness (25%), with up to 5% for administrative expenses.

Allocates remaining 55% of use fees among six organizations: The American Friends of Jamaica, Inc. (20%); Haitian Neighborhood Center Sant La, Inc. (10%); FANM Ayisyen Nan Miyami, Inc. (10%); Greater Caribbean American Cultural Coalition, Inc. (10%); and Little Haiti Optimist Foundation, Inc. (5%), each for community development and cultural awareness programs.

Takes effect July 1, 2012.
