Amends section 24.121, F.S. to require 50 percent of unencumbered Educational Enhancement Trust Fund revenues not spent in the previous fiscal year be allocated to voluntary prekindergarten education programs after final audit.

Allocates unencumbered prekindergarten funds equally per student enrolled and restricts use to direct classroom expenditures, prohibiting administrative costs.

Adds new subsection (f) to existing educational fund allocation provisions while redesignating former subsection (f) as subsection (g).

Maintains existing requirements for school districts to distribute lottery fund expenditure information to the public quarterly in an easy-to-understand format.

Takes effect October 1, 2012.
