Expands Florida's preference program for state contracts to include construction services in addition to personal property purchases.

Allows agencies, counties, municipalities, school districts, and political subdivisions to grant preference equal to preferences offered by other states when the lowest bid comes from out-of-state vendors.

Preempts local ordinances and regulations that grant preferences based on vendor location, local hiring, or prior local tax payments when state funds are used to pay for personal property or construction services.

Requires local entities to disclose in competitive solicitation documents whether state funds will be used and, if known, the amount or percentage of state funding.

Takes effect July 1, 2012.
