Creates statute 1008.226 to establish procedures for students enrolling in public schools after participating in school choice programs, including the John M. McKay Scholarships for Students with Disabilities, Florida Tax Credit Scholarship, home education, and private tutoring programs.

Requires students entering public school after school choice participation to take a nationally norm-referenced assessment test selected by the Department of Education for diagnostic purposes and appropriate class/grade placement.

Mandates school districts administer the assessment and report results to the student's parent and the applicable school choice program or school, with the Department of Education selecting the assessment and paying for it upon district request.

Requires the Department of Education to submit an annual report by July 1, 2013, and each year thereafter to the Governor and Legislature summarizing learning gains and educational attainment of students, with comparisons to public school students when possible, published on the department's website.

Directs the State Board of Education to adopt rules to administer the statute; effective date July 1, 2012.
