Reinstates restrictions on state and federal funds prohibiting use for meals, food, beverages, entertainment, and recreational activities for board members and employees, except preapproved per diem and travel expenses under section 112.061.

Requires Workforce Florida, Inc. to develop a statewide fiscal policy applicable to state and regional workforce boards with regular monitoring by the department for compliance accountability.

Mandates contracts with regional workforce board members receive approval from Workforce Florida, Inc. before execution and submission to the department for review.

Requires two-thirds board vote approval for contracts with board member relatives (as defined in s. 112.3143), with mandatory conflict disclosure and abstention by affected members.

Exempts contracts under $25,000 with board members or their relatives from Workforce Florida review but requires two-thirds vote approval and reporting to the department and Workforce Florida within 30 days.
