CS for SB 1498 - State Technology

• Abolishes the Agency for Enterprise Information Technology and transfers all powers, duties, functions, personnel, and funds to the newly created Agency for State Technology in the Executive Office of the Governor by July 1, 2012.

• Transfers technology-related responsibilities from the Department of Management Services to the Agency for State Technology, including telecommunications, broadband services, E911 systems, regional emergency medical telecommunications, and the Northwood and Southwood Shared Resource Centers.

• Establishes the Agency for State Technology with an executive director (state Chief Information Officer) appointed by the Governor and confirmed by the Cabinet and Senate, plus appointed Chief Technology Officer and Chief Operations Officer positions.

• Requires the agency to develop a comprehensive state Information Technology Resources Strategic Plan, a road map for enterprise IT service consolidation, and annual transition plans; suspends data center consolidations for fiscal year 2012-2013 with consolidations to resume in 2013-2014 and complete by June 30, 2018.

• Creates the Fletcher Shared Resource Center within the Department of Financial Services to provide data center services to specific departments including Legal Affairs, Agriculture and Consumer Services, and Financial Services.
