CS for CS for SB 1502 - Controlled Substances

• Adds 92 new hallucinogenic and synthetic substances to Florida's Schedule I controlled substances list, including synthetic cannabinoids (JWH compounds, HU compounds), piperazines (BZP, TFMPP), cathinones (bath salts), and tryptamines.

• Makes possession of 3 grams or less of certain synthetic cannabinoids in non-powdered form a first-degree misdemeanor rather than a felony.

• Reenacts sections of Florida drug laws to incorporate references to the newly added controlled substances in penalties for sale, manufacture, delivery, and possession violations.

• Updates the Criminal Punishment Code offense severity ranking chart to reflect the expanded list of Schedule I substances and their corresponding felony classifications.

• Effective date: October 1, 2012.
