Amends definitions and legislative findings for the Agency for Persons with Disabilities, adding new intent that state funds be reserved for health, safety, and welfare services while encouraging use of nonwaiver resources (natural supports, community resources, private insurance).

Revises eligibility requirements clarifying citizenship and domicile standards, and modifies Medicaid waiver tier system to delay final tier determination until waiver slots and funding become available.

Establishes iBudget system for allocating funds to individuals based on needs assessment algorithm, with flexibility for individuals to determine service types, amounts, and frequency within their budget allocation.

Requires facilities accredited by Joint Commission, Commission on Accreditation of Rehabilitation Facilities, or Council on Accreditation to be inspected every 2 years instead of annually; allows trust account funds from canteen operations to pay wages of individuals receiving services.

Creates new section 393.28 requiring the agency to adopt food service and sanitation standards by rule, with authority to contract for food and inspection services and impose sanctions for violations.
