Requires State Board of Education to comply with federal Elementary and Secondary Education Act (ESEA) flexibility waiver and annually identify public schools needing intervention and support to improve student academic performance.

Establishes differentiated matrix of intervention and support strategies for schools earning grades of "D" or "F," with most intense strategies applied to "F" schools; provides turnaround options including district-managed turnaround, student reassignment, conversion to charter schools, contracting with outside operators, or hybrid models.

Allows schools earning grade "F" two full school years to implement selected turnaround option, with improvement of at least one letter grade ending the requirement; requires selection of different turnaround option if no improvement after two years.

Modifies school grading system to include percentage of students performing at or above grade level and making a year's learning growth in reading and mathematics in annual assessment reports.

Revises provisions for opportunity scholarships, charter school requirements, teacher assignments, and salary supplements to align with new school grades and turnaround designation system; effective July 1, 2012.
