Creates the Fiscal Stability Trust Fund within the state courts system, administered by the Supreme Court, funded by General Revenue Fund appropriations equal to 1 percent of the state budget annually.

Trust fund moneys support activities under sections 25.382 and 29.004, and allocate funds to a judicial branch surplus or reserve fund monitored by the Legislature.

Provides that the judicial branch shall be held harmless from fiscal deficits as a matter of public safety.

Fund balances remaining at the end of each fiscal year shall remain in the trust fund and be available for carrying out trust fund purposes.

Trust fund is scheduled for termination on July 1, 2016, unless terminated sooner, and must be reviewed pursuant to section 215.3206 before its scheduled termination.
