Exempts law enforcement officers operating unmarked vehicles from toll payment when on official law enforcement business, adding to the existing exemption for marked vehicles.

Rewrites toll facility payment requirement language from "No persons are permitted to use" to "A person who uses any toll facility must pay the toll" while maintaining existing exemptions.

Changes department authority language from "is authorized to" to "may" regarding rule adoption for toll payment, collection, and enforcement.

Effective date: July 1, 2012.
