Establishes legislative intent to support the Jobs for Florida's Graduates (JFG) program, which provides paid internships and developmental skills training to at-risk youth ages 16-18.

Requires JFG to submit a proposal by September 1, 2012 to the Florida Endowment Foundation for a statewide summer youth employment program with at least 8-week internships, and mandates annual reporting to the Legislature starting January 1, 2013.

Designates the Florida Endowment Foundation for Florida's Graduates as the fiscal agent for the JFG summer program and dedicates 6.95% of net collections from alcoholic beverage excise taxes to fund the program.

Increases excise taxes on malt beverages from 48 cents to 56 cents per gallon in bulk/kegs and from 6 cents to 7 cents per pint in smaller containers.

Creates a tax credit of $200 monthly ($2,400 annually) against excise taxes for businesses employing qualified summer interns through JFG, and allows up to $5,000 annual credits for businesses providing postsecondary scholarships to JFG program completers.
