Prohibits the Department of Law Enforcement from providing criminal history information of minors to private sector persons or noncriminal justice agencies unless the minor has been convicted of at least one felony or three or more delinquent acts punishable as misdemeanors.

Maintains existing fee-based access to criminal history information for private sector and noncriminal justice agencies, but restricts access for minors' records based on conviction thresholds.

Criminal justice agencies continue to receive criminal history information free of charge on a priority basis regardless of the minor's criminal record.

Takes effect July 1, 2012.
