Removes requirements from the definition of "traffic infraction detector" that citations must include photographs showing both the license tag and traffic control device being violated.

Repeals sections authorizing the Department of Highway Safety and Motor Vehicles, counties, and municipalities to install and use traffic infraction detectors to enforce red light violations.

Eliminates the $158 penalty structure specific to traffic infraction detector enforcement, removing separate fee distributions to local governments and health trust funds that applied when detectors were used.

Removes provisions that previously exempted red light violations detected by traffic infraction detectors from driver license points and insurance rate considerations.

Effective upon becoming law.
