Expands the definition of "contractor" to include "maintain for purposes of water treatment" activities, limited to cleaning, maintenance, and water treatment of swimming pools and spas.

Adds "water treatment" and "maintenance" to the scope of work for commercial pool/spa contractors, residential pool/spa contractors, and swimming pool/spa servicing contractors.

Removes restrictions that previously exempted certain cleaning and equipment sanitizing work from licensure requirements for pool/spa contractors.

Modifies eligibility requirements for swimming pool/spa servicing contractor licensure to require 60 hours of instruction plus 20 hours of field hands-on instruction instead of requiring 1 year of proven experience.

Takes effect October 1, 2013.
