Creates the "Public Education Innovation and Efficiency Act" allowing school districts to obtain exemptions from statutes in chapters 1000-1013 and corresponding administrative rules.

School districts must comply with mandatory statutes pertaining to student assessment, special education services, civil rights, student health and safety, school board elections, superintendent duties, public meetings, public records, class size limits, teacher compensation, performance evaluations, and financial/planning requirements.

Allows school districts to request statutory waivers from the Commissioner of Education and State Board of Education for up to 3 years, with waivers requiring a super majority vote by the district school board and detailed application including purpose, goals, and expected impact.

Prohibits waivers for statutes involving special education services, civil rights, student health and safety, school board governance, superintendent governance, and student assessment programs.

Requires all school districts to submit annual reports by January 15 each year to the Governor, Legislature, and State Board of Education detailing implementation strategies and results of student performance and operational efficiency programs.
