Allows individuals and private or public corporations that own land contiguous to state-owned land to request exchanges of state-owned land for conservation easements on their privately held land.

Board of Trustees of the Internal Improvement Trust Fund must consider requests within 60 days if the privately held land is surrounded by state-owned land on at least 30 percent of its perimeter and the exchange does not create an inholding.

Gives special consideration to requests that allow the state to retain a conservation easement in perpetuity.

Encourages low-impact operations on exchanged lands, including grazing, forest management, prescribed burning, and wildlife management practices.

Becomes effective July 1, 2012.
