Creates restriction prohibiting members of the Legislature from being employed by or having contractual relationships with state universities or Florida College System institutions while serving; extends 2-year prohibition after leaving office, with exception for those employed on July 1, 2012 who must surrender employment before seeking reelection.

Establishes qualified blind trust provisions allowing public officers to hold economic interests in blind trusts without conflicts of interest, provided the trust meets specific criteria including independent trustee management and limited communications between officer and trustee.

Requires Commission on Ethics to review sufficiency of financial disclosures filed by constitutional officers by July 1, with 30-day deadline to notify officers of specific insufficiencies and September 1 deadline for amended filings; establishes automatic fines for non-compliance.

Expands definition of "local officer" required to disclose financial interests to include members of community redevelopment agency boards and finance directors of counties, municipalities, and other political subdivisions.

Effective July 1, 2012.
