Authorizes major sources of air pollution to remit air pollution fees directly to approved local air pollution control programs instead of to the state.

Allows direct payment of fees required under Title V of the federal Clean Air Act to local programs established under Florida Statute 403.182.

Maintains existing prohibition against approved local air pollution control programs collecting additional fees for services that duplicate state or federal activities in the major source air-operation permit program.

Effective July 1, 2012.
