Expands the definition of drug-related public nuisances to include storage of controlled substances with intent to sell or deliver off the premises, in addition to unlawful sale, delivery, manufacture, or cultivation.

Requires counties and municipalities to provide prior written notice to property owners and opportunity to abate the nuisance before declaring a place a public nuisance.

Limits public nuisance orders to 1 year unless the person violates the order, in which case the board may extend the order by up to 1 additional year after conducting a hearing and may impose additional penalties.

Authorizes municipalities and counties to impose fines up to $250 per day for public nuisance activities, including days occurring outside the 6-month trigger period, and up to $500 per day for recurring nuisances, with a total fine cap of $15,000.

Allows ordinances to establish continuing jurisdiction over declared nuisances for 1 year (extendable to 2 years under subsection (6)) and to record orders as liens on the property, except for homestead properties.
