Increases the board of directors from five to seven members, adding a parent or guardian of a plan beneficiary and a Florida Bar member with experience representing children injured in healthcare settings.

Requires the association to administer the plan in a manner that promotes and protects the health and best interests of children having birth-related neurological injuries.

Authorizes the Governor or Chief Financial Officer to remove directors for misconduct, malfeasance, misfeasance, or neglect of duty.

Makes board meetings subject to Florida's public meetings law (s. 286.011) and requires four affirmative director votes to transact business, increasing the threshold from three votes.

Adds language requiring indemnification decisions to consider both the best interests of the plan and the health and best interests of the child with birth-related neurological injuries.
