Creates section 560.312 F.S. to exempt payment instrument transaction database information maintained by the Office of Financial Regulation from public records requirements under s. 119.07(1) and Florida Constitution Article I, s. 24(a).

Allows money services business licensees to access their own submitted transaction information and authorizes the office to share database information with law enforcement agencies, the Department of Financial Services, and other governmental agencies through information-sharing agreements for detecting and deterring financial crimes.

Requires any department or agency receiving confidential database information to maintain confidentiality unless a court order compels disclosure to a specific party.

Subjects the exemption to the Open Government Sunset Review Act, with the exemption automatically repealing on October 2, 2017 unless reenacted by the Legislature.

Establishes that the exemption is necessary to protect personal identifying information, sensitive financial information, and other sensitive data submitted by licensees that could be misused if publicly disclosed.
