Requires the Agency for Health Care Administration to implement telebehavioral health care services delivered by licensed mental health professionals for all community-based behavioral health care services, except those requiring physical contact.

Mandates that telebehavioral health care services be delivered by licensed providers under contract with enrolled Medicaid providers authorized to provide such services.

Directs the agency to seek authorization from the Centers for Medicare and Medicaid Services to expand telebehavioral health care delivery to any person currently authorized by rule to provide such services.

Makes minor technical edits to existing community mental health services provisions in statute, including grammatical and formatting changes.

Takes effect July 1, 2012.
