Requires the Higher Education Coordinating Council to review and evaluate the current higher education governance structure in Florida and recommend potential revisions to improve student services, access, affordability, and accountability.

Directs the council to consider academic offerings, fiscal efficiencies, and regional demographics in its evaluation.

Mandates the council examine options for creating an intermediate institutional structure through measures such as making university branch campuses independent, combining branch campuses with colleges, transferring certain colleges to the intermediate structure, or establishing new institutions.

Requires the council to report its findings and recommendations to the Governor, President of the Senate, and Speaker of the House of Representatives.

Takes effect upon becoming law.
