Updates Florida's congressional redistricting to use the 2010 U.S. Decennial Census instead of the 2000 census.

Divides Florida into 27 consecutively numbered, single-member congressional districts of contiguous territory.

Revises definitions of census geographic units to reference counties, voting tabulation districts, tracts, and blocks used in the 2010 census.

Establishes that the new congressional districts apply to primary and general elections held in 2012 and thereafter.

Takes effect upon expiration of terms of current U.S. House representatives serving at the time the act becomes law.
