Establishes apportionment of Florida House of Representatives into 120 single-member districts and Senate into 40 single-member districts based on the 2010 U.S. Decennial Census.

Defines geographic units used for apportionment including blocks, tracts, voting tabulation districts, and county boundaries as established by the U.S. Census Bureau.

Requires inclusion of any omitted state territory within the surrounding district if entirely enclosed, or within the contiguous district with the lowest population per legislator.

Addresses noncontiguous district territory by transferring the least populated portion to the contiguous district with the lowest population, or to the lowest-numbered contiguous district if populations are equal.

Applies to all primary and general elections for legislative members held in 2012 and thereafter.
