Designates March 25, 2013, as a legal holiday and observance date commemorating the 40th anniversary of the end of United States' involvement in the Vietnam War.

Requires the Department of Veterans' Affairs to collaborate with veterans' organizations to promote and support community events commemorating the Vietnam War anniversary.

Establishes the Vietnam War Commemoration Fund within the Operations and Maintenance Trust Fund to receive private donations through June 30, 2013, for grants to counties, municipalities, and veterans' organizations holding commemorative activities.

Creates a Vietnam Veterans license plate with an annual $25 use fee, with revenues deposited into the Vietnam War Commemoration Fund through June 30, 2013, for commemoration grants and license plate promotion.

Establishes a special volunteer advisory board composed of Vietnam veterans to review and recommend expenditures of private funds raised for the commemoration efforts.
