Establishes legislative intent to create the Florida Health Benefits Exchange by January 1, 2014, to help individuals and small employers with up to 100 employees purchase qualified health insurance plans in compliance with federal Patient Protection and Affordable Care Act sections 1311, 1321, and 1323.

Creates the Florida Health Benefits Exchange Legislative Study Committee with 12 members (3 from Senate majority, 3 from Senate minority, 3 from House majority, 3 from House minority) to conduct a study and develop recommendations on exchange implementation.

Committee must develop findings and recommendations on 13 areas including the operating entity, governance structure, technology and staffing requirements, financing, regulatory roles, transparency standards, plan standards, and coordination with other health programs.

Requires the committee to report its findings and recommendations to the executive and legislative branches by January 31, 2013, with recommendations for legislative action in 2012, 2013, and 2014; committee terminates March 31, 2013.

Act becomes null and void if Congress and the President repeal or replace sections 1311, 1321, or 1323 of the Patient Protection and Affordable Care Act.
