Revises the deadline for adjusting hospital inpatient reimbursement rates from September 30 to October 31 of each fiscal year.

Removes geographic limitations (Broward, Miami-Dade, Palm Beach counties) for HIV/AIDS Medicaid recipients assigned to specialized managed care plans, effective October 1, 2014.

Restructures the Florida Cancer Control and Research Advisory Council (renamed to Florida Cancer Control and Resource Advisory Council) to consist of 38 members with defined representation categories and establishes a nominating committee for gubernatorial appointments.

Removes cancer research responsibilities from the council and Board of Governors, refocusing the council on cancer control, prevention, detection, and education activities.

Directs the Agency for Health Care Administration to establish a demonstration project allowing managed care organizations in Miami-Dade County to allocate up to 1 percent of the medical loss ratio to fund a psychiatric residency program at Florida International University through a federally qualified health center.
