Creates a public records exemption for nonpublished reports or data from studies or research conducted, caused to be conducted, or funded by the Department of Citrus under section 601.13.

Exempts such reports and data from disclosure requirements under Florida's public records law (s. 119.07(1)) and the state constitution (s. 24(a), Article I).

Establishes the exemption as subject to the Open Government Sunset Review Act, with automatic repeal on October 2, 2017, unless the legislature reenacts it.

Declares it a public necessity to keep research data confidential to ensure industry cooperation in providing samples, trade secrets, and proprietary information for citrus-related studies.

Takes effect contingent upon the enactment and effectiveness of CS for SB 1648 or similar legislation in the same legislative session.
