Each school district must maintain an overall ratio of at least one certified school counselor for every 400 students, with elementary schools at 1:450, middle schools at 1:400, and high schools at 1:350.

Every school must have a minimum of one full-time certified school counselor, with additional counselors only assigned after reaching the maximum student-to-counselor ratio.

School districts must include the certified school counselor-to-student ratio in their annual audit and adopt rules defining counselor duties aligned with their training and certification.

Certified school counselors shall provide counseling, develop curriculum, coordinate programs, and consult with administrators, teachers, parents, and students.

Certified school counselors are prohibited from being used as support staff for administrative duties, including test coordination, bus or cafeteria supervision, or substitute teaching.
