Restricts electronic benefit transfer (EBT) cards to prohibit accessing cash outside Florida, purchasing alcohol or tobacco products, and using ATMs in gambling establishments and adult entertainment venues.

Expands prohibited items under federal Supplemental Nutrition Assistance Program (SNAP) to include trans fats, sweetened beverages, sweets, and salty snack foods, and prohibits SNAP use at restaurants.

Requires the Department of Children and Family Services to promote healthy eating habits through culturally sensitive campaigns and seek federal waivers as necessary to implement these restrictions.

Creates the Healthy Foods Retail Act, establishing a financing program administered by the Department of Agriculture and Consumer Services to provide grants and loans for food retailers in underserved communities to increase access to fresh fruits and vegetables.

Eligible projects include new supermarket construction, store renovations, farmers' markets, mobile markets, and delivery services, with funding available for site acquisition, construction, equipment, workforce training, and startup costs.
