Defines "certified homeless youth" as a minor (including unaccompanied youth) certified as homeless by a school district liaison, emergency shelter director, or runaway/homeless youth program director.

Allows certified homeless youths and minors who have had disabilities of nonage removed to obtain certified copies of their birth certificates without parental consent.

Permits unaccompanied youths aged 16 or older who are certified homeless to petition circuit court to remove disabilities of nonage with court costs waived.

Requires courts to advance cases filed by certified homeless youths on the calendar for faster processing.

Takes effect July 1, 2012.
