Establishes that a child is eligible for first grade admission in public school if the child has attained age 6 years on or before September 1 of the school year and has been enrolled in a public school.

Establishes that a child is eligible for first grade admission if the child has satisfactorily completed kindergarten requirements in a private school attended in the state.

Clarifies that the state or school districts cannot oversee or exercise control over curricula or academic programs of private schools or home education programs.

Takes effect July 1, 2012.
