Requires annual $10 million appropriation from Florida Hurricane Catastrophe Fund, with specific allocations: $7 million for residential mitigation programs (40% for mobile home tie-downs, 10% to Florida International University hurricane research center) and $3 million for public hurricane shelter retrofits.

Restructures the advisory council to include representatives from state agencies, homeowners' insurers, scientists, legislators, reinsurers, and the windstorm mitigation inspection industry, with specific appointment authority assigned to legislative leaders.

Transfers authority to prescribe premium discount notice forms and uniform mitigation verification inspection forms from the Office of Insurance Regulation to the Division of Emergency Management in consultation with the advisory council.

Removes authorization for engineers and contractors to delegate mitigation verification inspections to employees; requires all authorized mitigation inspectors to personally conduct inspections and complete 3 hours of approved hurricane mitigation training with proficiency examination.
