Amends state law governing claims against Florida to revise language regarding the 4-year limitation period and void status of late-filed claims.

Clarifies that all legislative relief acts must provide payment in full and prohibits future submission of duplicate claims to the Legislature.

Requires notice be given before introducing any relief act that pays claims from municipal revenue-sharing trust fund distributions.

Mandates the Department of Law Enforcement expunge the criminal history record of a claimant pertaining to the claim upon final passage of a legislative claim bill that specifies expungement is warranted.

Takes effect July 1, 2012.
