Exempts community development district board elections from the standard qualifying period requirements for special district offices, allowing candidates to qualify between the 71st and 67th day before the election date rather than before a primary election.

Authorizes community development district board elections to be conducted by mail ballot in addition to regular ballots, with election dates determined by mutual agreement between the board and the supervisor of elections.

Allows special elections following a district's proposal to exercise ad valorem taxing power to be held by mail ballot or regular ballot on dates other than primary or general elections, as agreed upon by the board and supervisor of elections.

Makes technical and grammatical corrections to existing statutes relating to district elections, including changes to terminology and phrasing throughout the relevant provisions.

Takes effect July 1, 2012.
