Authorizes local governments to impose surcharges on violations of school speed zones (section 316.1895) in addition to existing parking fine surcharges to fund school crossing guard programs.

Requires surcharges be authorized by ordinance with public hearings and allows governments to set aside funds for startup costs and administrative expenses related to program implementation.

Mandates surcharge proceeds be placed in a School Crossing Guard Trust Fund and distributed quarterly to fund crossing guard programs.

Permits counties operating school crossing guard programs to impose a countywide surcharge on parking fines and school speed zone violations, with funds distributed quarterly to jurisdictions based on their percentage of county school crossing guards.

Takes effect July 1, 2012.
