Creates the "Uniform Knife and Weapons Act" to establish state preemption over regulation of knives, common pocketknives, and weapons, prohibiting state agencies and political subdivisions from enacting ordinances, rules, or regulations relating to their transportation, possession, sale, transfer, licensing, registration, or use.

Voids all existing state agency and political subdivision rules, ordinances, or regulations relating to knives or weapons as of the act's effective date and requires their repeal by July 1, 2012.

Authorizes civil actions against violating agencies or subdivisions with court orders to declare regulations invalid, issue permanent injunctions, and order repeal; allows prevailing plaintiffs to recover reasonable attorney fees and actual damages up to $100,000.

Imposes penalties on elected or appointed officials found to knowingly and willfully violate the act, including assessment of statutory damages of $5,000 or actual damages up to $100,000, and prohibits use of public funds to defend or reimburse violators.

Allows the Governor to terminate employment or remove from office any person who knowingly and willfully violates the act in their official capacity, and permits individuals and organizations adversely affected to file suit for declaratory and injunctive relief.
