Office of Early Learning must develop and adopt unified performance standards and outcome measures for school readiness programs by rule.

Office of Early Learning shall adopt a statewide standardized contract limited to state and federal requirements for early learning coalitions to use with providers, and prohibit coalitions from adopting addenda to the contract.

Defines "affordable parent contribution" as 10 percent of annual family income, replacing the mandatory sliding fee scale system.

Prevailing market rate schedule must differentiate rates by type of child care services, including for preschool-age children in the Voluntary Prekindergarten Education Program, with Office of Early Learning calculating payment schedules as prevailing market rate minus the affordable parent contribution.

School districts offering the Voluntary Prekindergarten Education Program must adopt procedures to separately account for program funds received and expenses incurred.
