Authorizes the Department of Highway Safety and Motor Vehicles to issue a restrictive driving privilege card to illegal immigrants allowing them to drive on Florida highways.

Requires applicants to complete written and driving tests, file an application, and submit applicable fees; applicants cannot hold a valid driver license from another state.

Defines "illegal immigrant" as a person unable to provide documents proving legal resident status, including U.S. birth certificate, passport, green card, employment authorization, or proof of nonimmigrant classification.

Card expires 1 year after issuance and must display "FOR DRIVING PRIVILEGES ONLY IN THE STATE OF FLORIDA," a color photograph, and a capital "I" indicating the cardholder is an illegal immigrant.

Prohibits cardholders from possessing fraudulent cards, lending cards to others, or misrepresenting the card; entities accepting Florida driver licenses as identification must accept the restrictive driving privilege card if the bearer has no driver license.
