Removes the requirement that manual audits of voting systems be conducted exclusively in randomly selected precincts.

Authorizes the use of voting units as an alternative to precincts for conducting voting system audits.

Maintains the audit requirement of a public manual tally of one randomly selected race appearing on the ballot.

Keeps the audit scope at 1-2 percent of precincts or voting units, with a minimum of at least one precinct or voting unit if less than 1 percent.

Effective date is July 1, 2012.
