Defines "autonomous technology" as vehicle technology enabling operation without active control and continuous monitoring by a human operator, excluding individual safety systems like blind spot assistance, crash avoidance, emergency braking, park assist, adaptive cruise control, lane keep assist, lane departure warning, and traffic jam assistance unless they enable fully autonomous driving.

Directs the Department of Highway Safety and Motor Vehicles to prepare a report on the safe operation of vehicles equipped with autonomous technology on public roads.

Requires the department to submit the report to the President of the Senate and Speaker of the House of Representatives no later than February 1, 2014.

Effective date is July 1, 2012.
