Transfers $100 million annually from the Department of Revenue to the Water Protection and Sustainability Program Trust Fund in the Department of Environmental Protection, effective July 1, 2013.

Revises the funding distribution formula: 60% for alternative water supply programs, 20% for total maximum daily load implementation (85% to DEP, 15% to Department of Agriculture), and 10% for water restoration projects distributed among five water management districts.

Establishes a special distribution formula for fiscal year 2012-2013: $100 million to alternative water supply projects, then 50% for total maximum daily load implementation, 25% for water restoration, and 25% for disadvantaged small community wastewater grants.

Requires the Legislature to review the funding formula by the end of the 2015 Regular Session and authorizes legislative committees to conduct an interim project with written recommendations for necessary changes.

Directs the Department of Environmental Protection to reclaim all unencumbered distributed funds every 24 months beginning June 30, 2013, and redistribute them according to the funding formula.
