CS for SB 1782 Summary

• Transfers the Division of Law Enforcement from the Department of Environmental Protection (excluding the Bureau of Emergency Response) to the Fish and Wildlife Conservation Commission via type two transfer, effective July 1, 2012.

• Transfers sworn conservation officer positions funded by the Conservation and Recreation Lands Program from the Florida Forest Service and the aquaculture enforcement investigator from the Department of Agriculture and Consumer Services to the Commission's Division of Law Enforcement.

• Confers full law enforcement authority on Fish and Wildlife Conservation Commission officers to investigate and arrest for violations of rules of the Department of Environmental Protection, Department of Agriculture and Consumer Services, and Board of Trustees of the Internal Improvement Trust Fund.

• Authorizes salary parity adjustments and allows transferred employees to retain and transfer accrued annual leave, sick leave, and compensatory leave balances.

• Establishes memoranda of agreement between agencies detailing commission responsibilities for law enforcement patrol, investigative services, and enforcement on state-owned lands, forests, and aquaculture operations.
